Our Board of Directors is a group of highly experienced and knowledgeable professionals representing a wide range of industries and occupations.

  • Cary C. Nelson headshot

    Cary C. Nelson, Chair, has been a Director since 2018. Mrs. Nelson is President of H. N. Funkhouser & Co. a family-owned company founded in 1932 and based in the Northern Shenandoah Valley. Her company is a  petroleum products distributor, which includes a transportation division, HVAC services, convenience stores and commercial and residential real estate. A Certified Public Accountant, Mrs. Nelson is a graduate of John Handley High School and holds a B.S. in accounting from the University of Richmond, with a minor in Art History. She was a small business advisor in the US Peace Corp where she helped women start their own businesses to make goods for the local markets. Mrs. Nelson is a member of First Presbyterian Church, member and Past President of the Winchester Rotary Club, Board member of the Mount Hebron Cemetery, and Immediate Past Board Chair for the Top of Virginia Regional Chamber. Her experience as an accountant and as an executive of a successful corporation provides the Company managerial accounting support and leadership skills in strategic thinking. 

  • Scott M. Hamberger headshot

    Scott M. Hamberger, Vice Chair, has been a Director since 2016. Scott is a person of faith, a husband, and a father, as well as an entrepreneur, investor, and philanthropist. He founded Fortessa Tableware Solutions in 1993 and led it to global leadership within its industry, eventually merging it with Zwiesel Kristallglas of Germany in 2022. Scott and his wife, Megan, continue their entrepreneurial passion with various businesses, including a hydro-aeroponic greenhouse operation, a hospitality business, and agricultural ventures. They also invest in start-ups and microcaps, leveraging Scott's experience and belief in business as a social good to support other entrepreneurs. Scott serves on multiple boards in addition to Eagle Financial Servies, including that of Catholic International University and the Religious Freedom Institute.

  • Robert W. Smalley Jr. headshot

    Robert W. Smalley Jr., has been a Director since 1989. Mr. Smalley is the managing member of Smalley Properties, LLC, a company focused on real estate management in Berryville, Virginia. He is also the Vice Chairman of Loudoun Mutual Insurance Company, a property and casualty insurance provider in the State of Virginia. Mr. Smalley’s institutional knowledge and longstanding board service make him a distinctively qualified member of the board.

  • Mary Bruce Glaize headshot

    Mary Bruce Glaize has been a Director since 1998. Mrs. Glaize is a retired educator and community volunteer. She currently serves as a Trustee on the Board of Shenandoah University. Additionally, Mrs. Glaize is a founder and trustee emerita of the Shenandoah Valley Discovery Museum.

    Dr. Edward Hill was appointed a Director of the Company and the Bank in 2022. He is a physician executive, entrepreneur, investor, innovator, and medical jurisprudence professional with cross-discipline education, training and experience and a cross-functional skillset. He is the founding member of several corporations and companies in the northern Virginia area.

    Brandon C. Lorey became President and CEO of Bank of Clarke on July 8, 2019. He was previously Executive Vice President / Head of Consumer / Business Banking for United Bank, a $7.3 billion asset bank headquartered in Connecticut from 2013 to 2019.

  • Tanya Matthews photo

    Ms. Tanya Matthews was appointed a Director of the Company and the Bank in 2022. She is the Co-Founder, President, and Chairman of the Board of the The Matthews Group, Inc. t/a TMG Construction Corporation (TMG). Woman/Native American owned and MBE-certified, TMG specializes in new construction, renovations and additions, and facilities maintenance support under Lump Sum, Indefinite Delivery/Indefinite Quantity (IDIQ) Task Order, and Job Order contracts.

  • John R. Milleson headshot

    John R. Milleson has been a Director since 1999. Mr. Milleson recently retired as President and Chief Executive Officer of both the Company and the Bank after 20 years in that executive position. From 1997 to 1999, he was Executive Vice President and Secretary-Treasurer of the Company and Executive Vice President and Chief Administrative Officer of the Bank. He brings operational risk management and financial accounting knowledge.

  • Douglas C. Rinker headshot

    Douglas C. Rinker has been a Director since 2006. Mr. Rinker is the Chairman of the Board and President of Winchester Equipment Company, an equipment sales, rental and service company headquartered in Winchester, Virginia. Additionally, Mr. Rinker currently serves on the Frederick County Economic Development Authority. As the chief executive officer of a successful company, Mr. Rinker provides the Board with valuable insight and guidance on the issues of corporate strategy, business community growth and risk management. Additionally, Mr. Rinker has demonstrated his commitment to the community by assisting several community and civic organizations.

  • Karthik Shyamsunder was appointed a Director of the Company and the Bank in 2025. Karthik lived in various parts of the world before settling in the U.S. Fluent in four languages, Karthik holds both a B.S. and M.S. in Computer Science. Currently, Karthik is a Distinguished Engineer/Fellow/VP at Verisign and serves as an adjunct faculty at Johns Hopkins University. His specialties include the Internet, Web, Cloud Computing, Security, Big Data, and Artificial Intelligence. Karthik also holds over 15 patents.

  • John D. Stokely Jr. headshot

    John D. Stokely Jr. has been a Director since 2006. Mr. Stokely is the President and owner of Cavalier Land Development Corp., a real estate development company in Oakton, Virginia and is a former President of the Northern Virginia Building Industry Association and the Home Builders Association of Virginia. Mr. Stokely is also Chairman of the Board of Trustees of Shenandoah University as well as a Trustee of the University of Virginia School of Engineering and Applied Science. His broad experience and perspective as an entrepreneur brings to the Board a substantial resource with respect to finance, strategic planning and corporate governance.
