149 Boyce experienced another robbery on March 5, 1998 when James Lee Cosgrove, 29, held up Mrs. Amanda DeHaven, a teller. Mrs. Hinson retired as the bank’s Trust Officer on May 1, 1998. Mrs. Elizabeth “Libba” Pendleton was hired to replace her as Vice President and Trust Officer. In June of that year, the Board increased its number of members from 10 to 12 to allow for more Winchester representation. Mrs. Mary Bruce Glaize and Mr. James R. Wilkins, Jr. were appointed to the Board. In October of 1998, the tragic news was received of the deaths of Director A. Douglas McIntire and his wife, Barbara. A moment of silence was conducted at the October 21st Board meeting to honor their memory. President Ewing announced his retirement on July 2, 1999 and was elected Vice Chairman of the Board. Mr. John R. “Johnny” Milleson was selected to fill the position of President and CEO and was made a member of the board. Mr. Milleson had been with the bank for 16 years. Chairman Hardesty commented that “Bank of Clarke County has grown extremely well, and Lewis has prepared the bank for the future.” Mr. Milleson stated that “I thank the Board for the opportunity to serve as President. The future looks very bright for Bank of Clarke County. The goal is to remain a strong community bank and the bank of choice for residents in the Clarke, Frederick and Winchester localities.” Mr. J. Fred Jones announced his retirement from the Board as well after being a director for 30 years. Technology development advanced in 1999 to include eagleonline, an online banking service, in September of 1999. Original estimates of the number of customers who desired this service were soon replaced by more aggressive estimates as the goal for account openings in the first twelve months was surpassed within two months of the rollout. Eagleonline allows customers to securely access account information over the internet, with transfer capabilities and bill paying options. The opportunity arose in March of 2000 to develop a branch on the campus of Winchester Medical Center. Bank of Clarke County had originally bid on putting a branch there but had lost out to a competing bank, although Bank of Clarke County was the low bidder. After the competitor changed its mind, Bank of Clarke County stepped in and proceeded with developing a 1,263 square foot branch which would be referred to as MOB II (for Medical Office Building II, the branch’s location). After an extremely successful 2½ years at the Old Post Office location, the Bank decided to purchase the building for $750,000. Land was also purchased in the Sunnyside-522 North area of Winchester for $310,000 for a future branch site. The original branch design created for the Senseny Road branch was repeated at the new location and the branch opened for business on April 2, 2002 with Harry Leipfert as its first branch manager. Mrs. Kitty Henry retired in March of 2001 after 38 years with Bank of Clarke County. Two months later, Mr. James T. Vickers, President of the Oakcrest family of companies in Winchester, was appointed a Board member. Mr. John F. Milleson, Jr. retired from the Board in February of 2000 due to health reasons.
