153 Whereas, John F Milleson, Jr., has been an integral part of the Board of Directors of Bank of Clarke County since May 3, 1979 and Eagle Financial Services, Inc., since February 12, 1992, guiding and directing the successful progress of these institutions; and Whereas, John F. Milleson, Jr., has played prominent roles on the Bank Holding Company committees on which he has served, providing expertise and invaluable guidance; and Whereas, John F. Milleson, Jr. has represented the Bank and Holding Company with professionalism and enthusiasm in the markets they serve. Now, therefore, be it resolved: That the Board of Directors of Eagle Financial Services, Inc. and the Bank of Clarke County make known their gratitude to John F. Milleson, Jr. for his years of service to this Bank and Holding Company and this community. Mrs. Rogena Larrick was appointed the bank’s first full time Compliance Officer in October of 2002. Dr. Beck resigned her seat on the bank and holding company Boards in 2002 and became President of Calhoun Community College in Decatur, Alabama. The bank’s first Express branch, which offered drive-through and drive-up ATM service only, opened on May 19, 2003 at the corner of Buckmarsh Street and McNeil Road in Berryville. This gave Clarke County its first drive-up ATM. Eagle Financial Services, Inc. stock went on the Over-The-Counter Bulletin Board on July 15, 2003, broadening the stock’s appeal and potential purchaser pool. The stock price immediately increased from $23 to $32 a share as a result of the Bulletin Board listing. An abandoned bank branch in Kernstown, Virginia became available through the acquisition of Farmers and Merchants National Bank by Branch Banking and Trust. The purchase was completed by Bank of Clarke County and the bank’s ninth branch location opened for business in January of 2003. Mrs. Cindy Larrick was its first branch manager. Space limitations intensified at the Old Post Office and a decision was made to purchase 202 North Loudoun Street, Winchester in September of 2003. This building, which had been operating as a bank branch, gave Bank of Clarke County 4 floors and almost 40,000 square feet of space. The Old Post Office operation was transferred to the new location on January 26, 2004, with the first floor housing retail banking services. Loan Operations and Collections were relocated from Berryville to the second floor of the new branch. The third floor was remodeled to house a wealth management area consisting of trust and investment services. A training center was established in the basement, allowing enough space to accommodate 100% of the current employees. The branch became known as the Old Town Center (OTC) and opened in January of 2004. Mrs. Janet Luttrell remained the branch manager.
